Who needs a 5 hour class Certificate?
The New York State DMV requires all first-time license applicants to complete a mandatory 5-hour Pre-Licensing Course (Form MV-278) or a high school/college driver education course (MV-285) before scheduling a road test. You must hold a valid photo learner permit to take the course.
Ages 16 to 17 (Minors):
Must complete the course either in person or via an approved live video/virtual distance learning format.

- Rules of the road and New York traffic laws
- Defensive driving and crash prevention
- Effects of alcohol and drugs on driving
- Attitudes, driver habits, and managing driving risks
- Note: The class does not include behind-the-wheel driving practice.
